Freedom of Information


The Freedom of Information Act 2000 is designed to establish a new culture of openness and transparency in public administration.  As a means of promoting openness, the Act requires each public authority to take proactive steps to put its information into the public domain by means of a publication scheme.

The Act provides a general right of access to all types of “recorded” information held by public authorities, subject to certain exemptions, and imposes obligations on those authorities as to how they should respond to written requests for information.

Each public authority is required to develop and maintain a ‘Publication Scheme’.  Individuals already have the right of access to information about themselves under the Data Protection Act 1998.  The Freedom of Information Act will extend this right to allow public access to all types of information held by public authorities, which does not fall into one of the exempted categories.
